Promotion of Worldwide Gender Equality
The World Bank’s approach to promoting gender equality makes all staff responsible for ensuring that the Bank’s work is responsive to the differing needs, constraints and interests of males and females in client countries. To support this approach, a Bank-wide team consisting of designated staff in the regions, country offices, and network anchors take special responsibility for promoting gender mainstreaming and assisting colleagues with strategy implementation. World Bank attention to gender equality issues began in the 1970s, but the Bank’s emphasis on this issue has increased markedly since the Fourth World Conference on Women held in Beijing in 1995. Gender equality is now a core element of the Bank’s strategy to reduce poverty. There is a clear understanding that until women and men have equal capacities, opportunities and voice, the ambitious poverty-reduction agenda set out in the Millennium Declaration, and the specific goals attached to it, will be achieved.

Creating a new partnership for sub-Saharan Africa in order to meet the Millennium Development Goals

The World Bank is one of the largest sources of development assistance in the world today. As the largest shareholder at the World Bank, the United States is helping in the fight against poverty in the world. World Bank programs provide developing countries with loans that enable them to improve living conditions and foster economic growth. Further, World Bank programs fight corruption, pollution, and HIV/AIDS and other communicable diseases—all issues that have no borders and are of great concern to Americans.
Established in 1944, during a conference in Bretton Woods (New Hampshire), the World Bank initially helped rebuild Europe after the war. Reconstruction has remained an important focus of the Bank’s work, given the natural disasters, humanitarian emergencies, and post-conflict rehabilitation needs that affect developing and transition economies. Today’s Bank, however, has sharpened its focus on poverty reduction as the overarching goal of all its work.
It once had a homogeneous staff of engineers and financial analysts, based solely at its headquarters in Washington, D.C. Today, the Bank has a multidisciplinary and diverse staff including economists, public policy experts, sectoral experts, and social scientists: 40% of staff is now based in country offices.

Topic A: Promotion of Worldwide Gender Equality
Ever since the first time when women were entitled to vote, gender equality has been an issue especially for the developed countries like France. We are in the position of regarding Workplace Equality should be a legal right. The current situation is that women represent only 26% of the work-force, 26% of managers but less than 8% of senior management. Their basic earnings are on average 5% less than their male colleagues and this imbalance increases when bonuses are taken into account. This requires improvement as a result that the gender balance will contribute to corporate performance, social cohesion, economic effectiveness and mostly to promote the gender equality.

Topic B: Creating a new partnership for Sub-Saharan Africa in order to meet the Millennium Development Goals
Since the beginning of the 1990s, we have started a new strategy in Africa to adapt to new circumstances and developments in the post-Cold War world order and also in a context of globalization. The internal developments of both France and Africa has to pass by more cooperation, dialogue and clarity in our relations. Our goal is to maintain the stability of the African systems and form a new relationship with those former colonized countries by supporting regional security institutions. Fight against the poverty is also our priority, by allowing financial and technical helps and providing economical cooperation between Sub-Saharian countries.

Topic A: About the helping Africa
About the helping Africa, according to our Prime Minister Manmohan Singh’s promise, and the Delhi Declaration, Africa – India Framework for Cooperation which resolved after India-Africa Forum Summit. We will continue strengthening the aid to Africa, will establish substantively partnership with the African countries.

Our country will supply exempt the treatment of entering the Indian market of the tariff to the 50 leaset developed countrieses( LDC) ,Include 34 African countries. Offer the most-favored nation to the 92.5% LDC treatment for export products, these products include diamond, cotton, cocoa, aluminium ore and copper ore. India keen to become close partner emerging in Africa ,Hope to establish the new structure of the bilateral relation.

In addition, the fund and aid of financial loan for Africa, we also promise to improve the African borrowed money items will advancement 2,150 million U.S. dollars. The fund amount will increase to 5,400 million dollars in 2009. We also offer Africa help to continue within future 5 years, help the African countries to advance the development of the agriculture, infrastructure, education, small and medium-sized enterprises and information technology, the amount of money will be up to 500 million dollars. Another plan Will offer 1 billion U.S. dollars and build a " suffused with the e-network plan in Africa ", link up 53 countries of the continent of Africa through the satellite and optical cable. Ethiopia will be the first country that receive benefits of this project.
We increases the training of the technology person in Africa by a large margin too, bring the planned numbers of 1100 African foreign students of every year at present up to 1600. There are 15000 foreign students from Africa in India at present. In addition, Prime Minister Manmohan Singh also proposes establishing " Indian African volunteer's group ", the plan helps the African countries to improve the development in such fields as public health, information technology and woman undertaking, etc.

But, the aid is not one-sided, or robing type like past imperialism. It is setting up in both sides standing in equality, at the mutually beneficial position. Africa and India need more cooperation on the international occasion, no matter reform in the United Nations (Security Council) , climatic change, antiterrorism, WTO, etc. And we hope that with the Delhi Declaration, Africa – India Framework for Cooperation to improve both sides. It can be under such a position to send and look at various countries of Africa too, the market that can be more open and one's own, and there can be more cooperation, investment with our country in the energy field. We hope that we can make a win-win situation.

Topic B: women's right topic
On the women's right topic, compared with the situation in the past, our country has already made suitable progress.

We have legislated under help of Amnesty International to forbidden Bride-burning, the police organizations of our country set up relevant departments and refuge to protect injured women.

Therefore in improving the women's right, there are changes by a wide margin in our country. Though the ideas of some people have not totally changed yet, we are still devoted to safeguarding the equal rights of gender. And we also hope assistance by the United Nations and NGOs. And that our genders equal concept will more practicable and more popular.

Topic (A) Promotion of Worldwide Gender Equality
This is a new world. we almost try to reduce the frequency of war. However, we can do much better. Giving the same standard about education between men and women, rising education level is very important. There are many unfair things in the world. Even in the OECD countries, those kind of problems like coerced into sex, abused. Women still are repressed. They do not have same working position as men even both of them have the same working ability. In short, our government will try hard for women’s right.


Topic (B) Creating a new partnership for Sub-Saharan Africa in order to meet the Millennium Development Goals
We also know that there are eight goals in this movement. As a thirteenth economic country, we sure that the duty in our fate. We have to create a new partnership for Sub-Saharan Africa includes many ways. Eradicate extreme poverty and hunger, Ensure environmental sustainability and developing a global partnership for development. The goal of the Millennium Declaration is to reduce poverty by half by the year 2015. If we try hard and find the right way, every thing is possible.

By the way, combating HIV/AIDS, malaria, and other diseases are also important jobs; we must begin to reverse the incidence of malaria and other major diseases, to reverse the spread of HIV/AIDS. We have to control that virus fast.

In short, we absolute agree with all of the goals in Millennium Development Goals. To struggle for all human beings in earth.

After the Millennium Summit:
In the millennium summit, over 150 world leaders participated in the discussion. Finally, all delegations were agreed on the eight chapters. Which I want to especially promote and talk about was the seventh goal: Meeting the Special Needs in Africa.

In Ethiopia, we suffer for hunger and civil war. Even though the developed countries have sent foods to Ethiopia, but the rebels overfilled our territory, before people get the assistant foods that was already robbed by rebels. So I ask the all developed countries help us to defeat the rebels and do not help they anymore based on human right.

We are all in this world, people in Ethiopia have the right to serve.

Topic A: Gender Equality
In spite that the topic of gender equality has been a controversial issue in Congo, basically, we strongly claim the gender equality, too. However, Congo is in the period of postwar reestablish, many problems such as economy, education, and racial one are waited to be solved. We consider that the issue of gender equality should not be the priority. We would first boost nation’s economy, and after the stable economic strength, then undertake the side of education. That would be a more proper way of doing things we thought.
Therefore, we could increasingly improve the problem of female inequality at the background of stable economic strength. Congo also hopes that when the well-developed nations discuss the issue of gender equality; think about how to assist the poor countries throughout the world. The concept of gender equality is likely to promote when we have great development.

Topic B: the problems in Africa
African Union is capable of deal with the event in Africa. Please other countries should not interrupt. We advocate that our country get along with our neighbors, respect each other and completed territories. We also stand for a basis that benefit mutually and develop and corporate with all countries around the world of friends of us. We are also active to take a part in, improve economy in this area and corporate safely. At the same time, we are a member of Economic Community of Central African States and Southern African Development Community.
Under pressure of the great debt, we are not capable of reforming structure of whole country. Because of this dilemma, I hope that every developed country could delete the debt of us. Moreover, for exported nature resource to other countries and imported industrial goods to our country, we have an opinion that we should have a more reasonable price to trade in one another. Furthermore, owing to a great number of AIDS patients, we are desirous of every countries could give a hand and import a lot of medical resource to us, this way, the number of patients will decline. In addition to medicine, we need to carry out in the education system firstly. So in the meanwhile, we need more and more education resource and to import education system from developed countries.

Topic A: Promotion of Worldwide Gender Equality
We think it’s an important issue of the world, so we have paid much attention to and made efforts in this problem. Women have a high status in our country, and in recent years, women are the same important with men. According to the Universal Declaration of Human Rights, “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.” Therefore, we should strive for women rights and ensure that we can do what the declaration announced in the future.

Topic B: Creating a new partnership for Sub-Saharan Africa in order to meet the Millennium Development Goals
It has been a big problem for a long time. We are the developed country in the world, so we think that we have the responsibilities to help those countries which need helps. Many countries in Africa had been colonized before, and we consider that the colonizing countries have more responsibilities to improve the colonized countries than us. However, due to the world energy crisis and oil price increasing, we know it isn’t easy to solve the problems immediately. We have to achieve it step by step, and the international cooperation is very important. The first thing we should do is made the undeveloped countries become the developing countries, so the education and country construction are also very important. If there is anything we can do, we will do our best to get the goal.

I. Extreme Poverty
The consequences of worldwide globalization and international economic integration are that severe situations in least developed countries (LDC) continue to deteriorate thus extreme poverty perpetuates. Long has Sweden play a leading role in participating in the promotion and action against poverty and constantly making efforts in the realization of reducing poverty within LDCs.


Since the Millennium Summit in 2000, the devotion of Sweden in the eradication of poverty have been functioning according to the principles and goals of the Millennium Declaration and our steady support to the 2002 Millennium Campaign has never come to halt. Sweden acts as a major donor of the United Nations Capital Development Fund (UNCDF) under UNDP in assisting LDCs economies by supplementing sources of capital assistance by loans and grants in which we specifically focus on the ideas contained in the Local Development Programmes (LDP) on supporting capacity building in developing countries due to the minimum participation of international trade among the LDCs. Furthermore, in cooperation with World Bank, International Monetary Fund and other international financial organizations within the United Nations International Conference on Financing for Development, Sweden is deeply encouraged by the commitment to domestic resource mobilization, in which the concept has as well been reemphasized in the Monterrey Conference.


The goal of the Millennium Declaration is to reduce poverty by half by the year 2015. Our task is truly challenging but not unrealistic. Nevertheless, we are convinced further discussion by the principles of the Millennium Declaration will serve as a good starting point for our renewed efforts which are essential for a more equitable global economy. Like before and in future, Sweden is prepared to go further in cooperating with developed countries in assisting LDCs whether in terms of economies or finances and achieving maximum reduction and eradication of poverty worldwide.
