Topic A: About the helping Africa
About the helping Africa, according to our Prime Minister Manmohan Singh’s promise, and the Delhi Declaration, Africa – India Framework for Cooperation which resolved after India-Africa Forum Summit. We will continue strengthening the aid to Africa, will establish substantively partnership with the African countries.
Our country will supply exempt the treatment of entering the Indian market of the tariff to the 50 leaset developed countrieses( LDC) ,Include 34 African countries. Offer the most-favored nation to the 92.5% LDC treatment for export products, these products include diamond, cotton, cocoa, aluminium ore and copper ore. India keen to become close partner emerging in Africa ,Hope to establish the new structure of the bilateral relation.
In addition, the fund and aid of financial loan for Africa, we also promise to improve the African borrowed money items will advancement 2,150 million U.S. dollars. The fund amount will increase to 5,400 million dollars in 2009. We also offer Africa help to continue within future 5 years, help the African countries to advance the development of the agriculture, infrastructure, education, small and medium-sized enterprises and information technology, the amount of money will be up to 500 million dollars. Another plan Will offer 1 billion U.S. dollars and build a " suffused with the e-network plan in Africa ", link up 53 countries of the continent of Africa through the satellite and optical cable. Ethiopia will be the first country that receive benefits of this project.
We increases the training of the technology person in Africa by a large margin too, bring the planned numbers of 1100 African foreign students of every year at present up to 1600. There are 15000 foreign students from Africa in India at present. In addition, Prime Minister Manmohan Singh also proposes establishing " Indian African volunteer's group ", the plan helps the African countries to improve the development in such fields as public health, information technology and woman undertaking, etc.
But, the aid is not one-sided, or robing type like past imperialism. It is setting up in both sides standing in equality, at the mutually beneficial position. Africa and India need more cooperation on the international occasion, no matter reform in the United Nations (Security Council) , climatic change, antiterrorism, WTO, etc. And we hope that with the Delhi Declaration, Africa – India Framework for Cooperation to improve both sides. It can be under such a position to send and look at various countries of Africa too, the market that can be more open and one's own, and there can be more cooperation, investment with our country in the energy field. We hope that we can make a win-win situation.
Topic B: women's right topic
On the women's right topic, compared with the situation in the past, our country has already made suitable progress.
We have legislated under help of Amnesty International to forbidden Bride-burning, the police organizations of our country set up relevant departments and refuge to protect injured women.
Therefore in improving the women's right, there are changes by a wide margin in our country. Though the ideas of some people have not totally changed yet, we are still devoted to safeguarding the equal rights of gender. And we also hope assistance by the United Nations and NGOs. And that our genders equal concept will more practicable and more popular.
